The Ministry of Justice has put Changhua Prison into the improving plan of facilities in 1990. New building project has been accomplished in 1995. The area of this project covers 17.8843 hectares. In the same of December, the institution has been allowed to start using.

　　In Ministry of Justice ratification, Changhua Prison has established juvenile prison, which adopts typical inmates, first offenders who are sentenced to a term of less than ten years, but also adopts male recidivists. Its accommodation capacity authorized is 2096.
